When I open it in RGB colours it seems to work. Go to the Filters menu and you’ll notice that all those grayed-out filters are now suddenly available. Therefore, while they will work with 8-bit files, they won’t work with 16-bit files either. Photoshop filters grayed out Adobe acquired many versions of these filters back then, and those filters haven’t been updated to modern standards since then.
